The central government has issued a guideline to encourage more college graduates to work at the community level.

中央政府近日发布关于鼓励更多高校毕业生到基层工作的意见。

The guideline, which was jointly¹ issued by the general offices of the Communist Party of China Central Committee and the State Council, has been designed to involve college graduates in economic and social development.

意见由中共中央办公厅、国务院办公厅联合印发，旨在发挥高校毕业生在促进经济社会发展中的作用。

College graduates will be encouraged to find employment in the modern seed industry, agrotechny, countryside tourism, rural e-commerce, rural cooperatives and water conservation projects, according to the guideline.

意见提出，鼓励高校毕业生投身现代种业、农产品加工、乡村旅游、农村电子商务、农村合作经济和水利工程事业。

The guideline says college graduates will be encouraged to work in the middle and western parts of the country, Northeast China and other less-developed and remote areas.

意见称，鼓励高校毕业生到中西部地区、东北地区和其他艰苦边远地区工作。

To be attractive to graduates, companies must offer good training programs as well as higher wages and allowances.

The guideline also stipulates² that civil servant recruitment in provincial-level agencies will only consider candidates with at least two years of grassroots working experience.
