近日，北京市进一步加大控烟力度，今后违法吸烟行为将纳入信用档案联合惩戒。

Health authorities in Beijing will include illegal smoking behavior into citizens' credit record as part of the city's smoke-free Beijing campaign, reports the Beijing Youth Daily.

据《北京青年报》报道，作为"无烟北京"行动的部分举措，北京市卫生相关部门将把违法吸烟行为纳入市民的信用档案。

近日，北京市加大控烟力度，今后市卫计委除了对被查处的单位、个人进行曝光(publicly naming and shaming offenders)，每月还将全市(含16个区)处罚信息报给市工商局(Beijing Administration for Industry and Commerce)，由市工商局将处罚信息纳入信用档案(include the penalty information into the credit record)，实现信用信息共享，达到联合惩戒的目标。

此外，按照市政府的要求，对属于行政监察(administrative¹ supervision)对象的单位或个人被查处的，还将作为涉嫌违反行政纪律(violate administrative discipline)问题线索，上报监察部门。信用记录差的北京市民在申请商业贷款时将面临重重困难(face difficulties in applying for commercial loans)。

根据北京市控制吸烟协会第八次发布的控烟报告，2018年8月1日至2018年9月30日两个月"无烟北京"微信公众号接到群众对违反《北京市控制吸烟条例》在公共场所违法吸烟的举报2265件(2,265 cases of smoking in the prohibited public places were reported)，比前两月(2102件)增加了163件。

同时，有关电子烟(electronic cigarettes)等新兴烟草的投诉不断。由于电子烟是新兴事物，北京的控烟条例中，还没有将其纳入执法范围，而有关电子烟的投诉举报在不断增加，目前尚属监管空白(regulatory void)。未来，北京市还将加强吸食电子烟危害(harm of smoking electronic cigarettes)及管理模式的研究，探索公共场所禁止使用电子烟的可行性，为电子烟的管理提供科学依据(provide a scientific basis to its control)。

吸烟危害有多大？

世界卫生组织表示，全球每年有300万人因烟草使用导致的心脏病和中风等心血管疾病(cardiovascular diseases such as heart attacks and stroke)过早死亡(die prematurely)，其中89万人死于二手烟(second-hand smoke)。目前，中国有超过3亿烟民，几乎占全世界吸烟人口的1/3。
