China will continue to crack down on the practice of surrogacy, banning medical institutions and professionals from performing surrogate techniques of any kind, the National Health and Family Planning Commission said.

国家卫生计生委日前表示，我国明令禁止医疗机构和医务人员实施任何形式的代孕技术，将继续打击代孕行为。

The announcement follows discussions on whether to allow surrogacy in China to facilitate the second-child policy.

此前，人们曾就我国是否应开放代孕以推进二孩政策的问题展开讨论。

"Surrogacy is a complex matter involving legal, ethical¹ and social issues," Mao Qun'an, spokesman for the commission, said.

卫计委发言人毛群安表示：“代孕涉及法律、伦理、社会问题，比较复杂。”

"We will continue to severely² punish surrogacy violations³ and ensure that people have access to safe, regulated and effective assisted reproductive technology services," he added.

他还表示：“我们将继续严惩代孕违法违规行为，保障群众获得安全、规范、有效的辅助生殖技术服务。”
