Open them all in Photoshop from File->Scripts->Statistics. Choose "median".

Layman's Logic¹: Only constant pixels in all 15 images are those, that don't belong to the moving objects(tourists) and get cancelled out while taking median.

Obviously more number of images will improve the quality of output.
